The technology and research results may affect the quality of human lives less than do the qualities of the life-styles of the scientists/engineers and their own interpersonal relationships and/or alienations. The focus should be upon the life-styles and qualities of the interpersonal relationships of scientists---as well as upon the goods and services and the technical possibilities of those goods and services. The uses to which science and technology are put depend not upon any technology---not even upon the technologies of ethics, moralizing, sermonizing, legalizing, etc.---but upon human desires, motivation, inhibitions, alienations, self-images, roles models, etc. Technology cannot be controlled by any form of technology. Technology is directed by the human, personal, affective, emotional, and instinctive characters of technically oriented people---realities which cannot be understood or controlled technologically. Most traditional discussions of the social implications of science and technology---and of the ethics relevant to science and technology-are of little help because they ignore the above perceptions. In the light of the above we may see that wise political decisions will not be grounded in sophisticated technological analyses of the technological implications of science and technology. Wisdom is grounded in intimate personal dialogue, not in technological analysis. Wisdom is grounded in being human, not in acting technocratically. Politics has to do with deciding what is most important, who will pay, who will benefit---not with what can be done, how it can be done, and according to what formal conceptual framework. Political considerations of the proper role of science and technology should focus upon the persons at least as much as upon the technology---meeting the persons on their own terms where they are.
