Technology assessment is a technological process---using techniques to anticipate the effects of using techniques. For this reason technology assessment is not the way to transcend the technocratic society. Technology assessment may be carried out by technocrats who do not transcend the technocratic society, in fact they may be the persons maintaining the technocratic society. The evaluation of science/technology can be carried out only be persons who transcend the most basic presuppositions of science and technology---who are not participants in the scientific-technological collusions which define who is and who is not accepted into the "in- group" of scientists and other technically-oriented professionals. The traditional excommunication of those who are not participants in the scientific-technological collusions makes it very difficult for society to benefit from an unbiased evaluation of science and technology. The members of the "in-group" are biased by their collusions. The members of the "out-group" are kept uninformed through excommunication, and so are unable to make informed judgments about the human meaning of the values which are affirmed with ultimate concern by the respected scientists and technically oriented associated professionals. The situation is further complicated by whatever collusions the members of the "out-group" participate in to defend their own security-group. The complimentary collusions create nearly impenetrable barriers to meaningful communication which is essential to meaningful evaluation of the techniques which are the focus of science and technology. Society needs educational contexts within which young people have an opportunity to maintain their intellectual and affective independence of the contesting collusions which obstruct the evaluation of science and technology. Through such independence young people will be free to become informed enough, and collusion-free enough, to make a meaningful evaluation of the human significance of science and technology.
