If the members of the community are alienated from and do not understand and trust the security system they will not feel secure with it. If the members of the community have unrealistic expectations of the security system, doubts are bound to arise and undermine their sense of security; they will be unable to trust the system to offer them true security. A true system which offers true security must be dynamically stable; robust in the face of changes brought about by the threats to security. No static system can offer true security, for the threats to security are constantly changing. A true security system must be of such a character that it is clear that it can be trusted to offer true security even after there have been both expected and unexpected kinds of change. A true security system will make realistic demands upon available resources. A system which would operate only with unlimited resources will fail if the resources are limited and inadequate to meet the challenge of whatever threatens to undermine the security of the community. A true security system does not depend upon more: intelligence, technical manpower, quick decision making capacity, coordination, energy, information, etc. than is actually available. A true security system is based upon an honest assessment of the costs and benefits which are involved in depending upon it. Addicts who can not be honest can not sustain a true system for offering security. Participants in collusions can not be honest when they most need to be honest, and can not be trusted to offer true security through any system which they devise. People who can not be honest in the most trying situations can not be trusted to be in charge of a true security system. If you can not trust your people in charge of your security system to be honest, you can not be truly secure.
