Such people fear that in privacy others might be violating unspeakable taboos. Since such fearful people are unable to speak of their fears of unspeakable taboos, they seek assurances from all people that they are not violating in private the unspeakable taboos. Such assurances must be given without speaking of the unspeakable taboos, without specifying in any clear way what the taboos are. To grant the fearful people such assurances, means to give up one's own privacy, to sacrifice it to the fulfillment of the fearful people's needs on terms dictated by the fearful people. The only terms which are acceptable to the fearful people entail highly conformal behavior and the opening up to public consideration all of one's behavior; i.e., the assurance that one has no private behavior which is withheld from public knowledge and consideration. This is usually accomplished via the internalization of the fears of the fearful people; the enforcement of the taboos is virtually impossible via external policing, so the policing is internalized without clearly speaking or writing down the taboos which are to be enforced. The result is an unwritten code enforced by unauthorized police via unauthorized punishments, all of which are tacitly accepted by the fearful people and their subjects. To question any of the procedures as violations of due process, is to suggest that one is oneself engaged in unauthorized taboo behavior in privacy; one is thereby confessing to a violation of the communal collusion---and so subject to excommunicative punishment. All of these procedures undermine the integrity of the community by inhibiting open and honest dialogue about what is real and true, and what people personally experience; in contrast to what they have been taught to experience, believe, think, and do. In the absence of open and honest dialogue about such contrasts, the members of the community lose contact with each other and lose contact with reality.
