A colleague approached me to express such disagreement. An analysis of the words spoken would indicate an expression of disagreement with the verity of my statement. Perception of the tone of voice and body language would indicate an expression of disapproval of my having made the statement, with minimal attention to the question of the verity of my statement. This latter perception is supported by the observation that my colleague made no move to present evidence or analysis to refute the verity of my statement. In fact, my colleague did not focus any attention upon the content of my statement; attention was focused upon how unusual it was that I had made the statement, and upon the reception with which it has been received. Thus it is clear that the import of my colleague's approach was to discourage the expression of unwelcomed perceptions, understandings, facts, theories, and opinions. It is worth taking note of the way in which associates respond to the expression of unwelcomed thoughts. If they fail to deal with the substance of the expression, while making note of the fact of the expression, they are acting in ways which chill the exercise of constitutional rights to free expression. No majority size justifies such chilling behavior. The insights of the most creative people are often unwelcome for they often threaten the foundations of the unjust comforts of the most powerful members of a society. To tolerate behavior which chills the expression of creative perceptions, understandings, facts, theories, and opinions is to promote tyranny. It should be clear that the chilling effect is real even though no threats are made or intended. The failure to deal with the substance of expressions while calling attention to the fact of such expressions is enough to produce the chilling effect. Even secret expressions of support may have a net chilling effect if the primary message is that it is dangerous to offer such expressions publicly.
