Often informal and formal enforcement of informal rules is motivated by fear of non-conformal behavior on the part of creative people who are not trapped in traditions and collusions. The supporters of traditions and collusions in such instances are not sufficiently mature to appreciate the creativity of those who transcend traditions and collusions and who point the way to more meaningful living. Because of their fear people often try to prevent the transcendence of their favorite traditions and collusions, and so they insist on the enforcement by informal and formal authority of their unwritten informal rules against what they perceive as threatening behavior. Wise people will insist upon the formal articulation of rules as the absolute prerequisite to the use of formal authority to enforce such rules.
