Both short term and long term resource limitations must be considered. Long term shortages may be translated into short-term "shortages" by policy decisions which ration the long term supply for use during specified time intervals. There are numerous limited resources which need to be conserved. Efficiency may therefore be measured by something like the sum of the squares of the ratios of the (annual resource demand of a proposed technology) to (the annual resource budget). The most resource efficient technology would then be the one which minimized that sum of squares---thus focusing attention on resource demands which most deplete specific scarce resources. How human problems and respondent technologies develop depends greatly upon the modalities of how humans approach situations. The modality of approach to a great extent determines the focal perceptions, realities, relationships, insights, understandings, values, priorities, goals, expectations, and technologies. Objective modalities often generate technologies which are consumptive of objective resources. Subjective modalities often generate technologies which draw upon subjective resources. Some resources are consumed when put to service, other resources develop and grow when put to service. The evaluation of the efficiency of a technology thus must take into account the effect of the use of the technology upon the resource---be it consumption, pollution, disordering, degradation, refinement, development, augmentation, growth, etc. We need to broaden our awareness of the kinds of technologies which may be appropriate in various situations---recognizing when subjective technologies may be more appropriate than objective technologies, for example. We also need to recognize when a situation does not call for the use of any technology---calling instead for modalities of response characterized by awe, wonder, appreciation, reverence, thanksgiving, surrender, worship, etc. There are situations in which technological responses of all kinds are inappropriate---and none of them will be efficient in any meaningful way.
