Because we seek the most highly qualified individuals (groups?) to be our leaders we tend towards exclusive consideration of the focal qualification for leadership. It is difficult to articulate a balance of a number of complementary qualifications as the focal qualification---especially when the complementary qualifications represent the poles of the central dichotomies of our culture. We naturally tend towards the use of a simpler focal qualification---often one representing just one pole of one of our central dichotomies: strength---gentleness, bravery---caution, imagination---conservatism, rhetoric--- listening, intelligence---compassion, insight--analysis, prophecy---objectivity, rapport---justice, etc. If we become compulsively concerned about one pole of a dichotomy in our choice of leaders, we are likely to tend towards the choice of insane people as our leaders. Those individuals who demonstrate the highest levels of specialization in excellence with regards to an exclusive qualification---will tend to be individuals who lack personal integrity---their character/personality will be fragmented and be dominated by the exclusively valued pole of a dichotomy. Such people will have lost touch with the complementary pole---so will stand out in the crowd as being different. If that difference is extreme and highly valued the individual may be selected as a dichotomous leader of an opposition group, and tend to further accentuate the dichotomy which occasioned the leadership choices. A technocratic culture tends to highly value objectivity, analysis, logical understanding, manipulation, control, etc. Scientists and engineers who embody such qualifications tend to be people who have lost touch with non-technical people. The choice of technically oriented people as our leaders is parallel to the choice by some primitive tribes, choice of "insane" people who have lost touch with objective reality to be their mystical leaders.
