Techniques associated with secret operations are taught, and in the teaching of them the students are taught to respect and value those techniques and the operations which involve them. The socialization process causes the students to see secrecy an as essential element of a successful society, and themselves as the faithful servants of such a society. Their satisfaction then comes from excellence in secretive ventures. Intelligence, creativity, dedication, and motivation serve the purpose of secrecy. Secret operations inhibit openness, directly or indirectly. Secret operations are manipulative in nature. Persons who are deprived of relevant truths are alienated. Personal relationships become adversary relationships of mutual manipulation. The nature of the game may be such that the only possible conclusion is for all contestants to lose. It may still be a game enjoyed by the contestants. Technocrats are concerned with the fulfillment of technique, not with human fulfillment. Human disintegration is an acceptable price to pay for the fulfillment of technique. In secrecy, technocrats enjoy a sense of fulfillment in knowing the power that they wield over those who do not know. They become self-important due to their secret power. Via collusions, they see their behavior to be in the national interest, while in the national interest it must remain privileged information; i.e., secret. Secret operations may be overpowered by superior counter-manipulations, or secret counter-operations. Such a response does not bring an end to secret operations. The response intensifies secret operations. Secret operations, and alienation engendered by them, will come to an end only when the technocratic society recognized its self-destructive tendencies; and seeks holistic/human ways of coping with the human situation and with human non-technical dilemmas. The advantages of secretive manipulations must be weighed against the destructive consequences of valuing secretive manipulations, and finding them acceptable. It is virtually impossible to truly value any approach highly in a restricted aspect of one's life. If secretive manipulations are highly valued anywhere, they are likely to become pervasive in all of life. Secrecy generates the conditions which are considered to be its justification.
