By tradition and law many of these rights are not conditional upon the individual being a contributing integral part of society, fulfilling basic responsibilities. Today these rights need to be protected by way of responsible decisions and action of adults. Yet, there is a growing need to focus more attention on the responsibilities of the individual and on the way in which individuals are essentially interdependent upon each other. The analytic state of consciousness which characterizes technocrats leads them to perceive society as the sum total of many individuals. Techniques to improve the society focus upon objectivity, analysis, and manipulation of the individual. The evaluation of these techniques depends upon statistical analysis. In the process value judgments are hidden as unexamined assumptions. The judicial process is powerless to deliver on the promise of the protection of the rights of the individual to "life, liberty, and the pursuit of happiness". The judicial process has become the victim of techniques created by technocrats. The system has become counter- productive. Our prisons are training grounds for criminals and the courts enable the powerful to gain more power at the expense of the politically uneducated. Improvements in technique will most likely intensify the problems. It would appear that what would be most helpful would be the injection into the situation of many new questions which originate in a contrasting state of consciousness and a contrasting society. Individuals whose child recordings were made within the technocratic society will rarely be able to transcend its unexamined assumptions. High levels of technical training will in no way facilitate the needed transcendence, and will most likely inhibit it. In the light of the above it would seem that a growing awareness of the states of consciousness characteristic of nations such as India, China, and the U.S.S.R. might be an essential aid to the transcendence of the faults of our technocratic society. This will necessitate dialogue involving non-technocrats of those nations and citizens of the United States of America. Transcendence may come through mutual understanding. (c) 1999 by Paul A.
