Are often mentally-ill or otherwise health- care-impoverished. In the light of that fact should we expect them to behave like responsible citizens and take- care-of-themselves --- so that their dis-ease will not cause dis-ease in others? Where might we as communities most wisely invest more time, money and resources --- to protect the integrity of the community as a coherent- whole? 2. Are often the people who were not well cared for during pregnancies, child-birth, their early-months-after- birth, during pre-school-years, or during the early- school-years. Are often the alienated from other members of their communities. Often the wider community has not sought to find ways to integrate such persons into the healthy aspects of communal life.
