The essence of budgeting is not a technical matter, it has rather to do with honesty about limitations; i.e., with limited human time, money, resources, etc. The central difficulties which people have with budgeting do not originate in technical problems related to quantification, measurement, records, computations, etc.; but with addictive and collusive patterns of trying to cope successfully through the use of deception, illusion, collusion, and overt dishonesty. Budgets as technical tools can be used to illuminate and shed light upon the limitations under which humans must operate. Budgets as technical tools can also be used by people to obscure the truths about the limitations under which we must operate; putting off into the unplanned future the consequences of today's extravagances and engaging in dishonesty about our limitations. To cope meaningfully we must operate within our real limitations. Attempts to cope while ignoring our real limitations, or while operating under an illusion or under a collusion that our limitations are not real; will be only attempts, and ultimately will fail. Meaningful coping involves planning to work within limitations; i.e., the development of a budget for time, money, resources---and living within and in the fulfillment of that budget as a plan to live within the limitations which it acknowledges. People who do not plan in terms of budgets for time, money and resources are likely to fall into addictive, codependent and collusive games of mutual self-deception.
