At a higher level alternative answers to given questions are considered, but no thought is given to what questions it would be wisest to consider, or how best to formulate the wisest questions to consider. In considering alternative answers to given questions it is not necessary to examine the assumptions built into the formulation of the given question. The more exact is the formulation of the questions (and implicitly of the assumptions built into its formulation) the less will be the number of significant alternative answers. Further steps may be taken in levels of questioning, and the assumptions implicit in question formulation may be examined and alternatives to such assumptions may be considered---leading to alternative question formulations. Formulators may seek to transcend the limitations of their own sub-culture and gain perspectives which are in some meaningful way transcendent. Efforts to systematize such methods of formulating wise questions may fail for lack of a spirit which transcends the spirits, attitudes, and values which dominate the local sub-culture. Depending upon the spirit which guides the efforts, it may be possible to rise above perceiving all situations as problematic and defining all situations as ones which entail problems and questions in need of formulation.
