This means that their subordinates have a responsibility to accept and appreciate their paternalism. The right to be paternalistic has no meaning if it is not appreciated. Thus the subordinate who does not appreciate paternalistic treatment is threatening the right of the superior. The paternalistic superior in such a situation then feels the duty to punish the insubordinate for insubordination---by with-holding paternalistic favors. The paternalistic authority does not give explicit recognition to the rights of the subordinate, because those rights are in conflict with the paternalistic rights of the superior. Clearly, the rights of the superior are superior to the rights of the subordinate, especially if the subordinate is so insubordinate as to believe she or he has rights which are superior to the rights to the superior. The functioning of an authoritative institution depends upon respect for authority. When subordinates do not respect the rights of paternalistic authorities--- those in power regard such insubordination as threatening the order and welfare of the institution which they in their paternalistic authority symbolize, much as royalty symbolizes the essence of a monarchy. Thus the leaders of a paternalistic institution feel that they have the duty to show disrespect for the rights of insubordinates who fail to appreciate the paternalistic rights and favors of their rule. By showing disrespect for the rights of insubordinates they restore discipline to their paternalistic rule, and the "welfare" of their institution is "promoted". Paternalistic administrators regard their subordi- nates as having the responsibility to court their favor on a personal basis. Subordinates who do not court their favor on a personal basis fail in their responsibility, and lose paternalistic rights. If they demand consideration on the basis of presumed rights based upon basic human rights and upon merit, they are viewed as guilty of insubordination and having surrendered all rights to consideration.
