Conventional technocratic behavior combines these elements in one way, organized crime combines them in a different way. So long as the elements are respected and honored in a community, some creative people are bound to combine them in unconventional ways which affirm the elements of the technocratic society in an unconventional way. The essence of the technocratic society is to affirm the elements of the technocratic society. The technocratic society is lacking in any principle, power, or spirit of balance which might point the way to humane introduction of the missing aspects of a loving society---and to a holistic union of a balanced mix of all essential aspects of a community with integrity. The technocratic society is characterized as much by what is missing, as by what is present in its affirmations. Organized crime is a logical expression of the elements of the technocratic society--- because of what is missing from the affirmations of the technocratic society. Technology will not provide techniques for coping with organized crime because all the techniques may be used equally well by both the representatives of the formal institutional powers---and by the agents of organized crime. The elements of the technocratic society serve the purposes of organized crime just as well as the respected leaders of the technocratic society. An escalation of technology will not resolve the conflict; it will only increase the costs of the conflict. Such an increase in the costs of the conflict will profit the providers of the techniques, but only in inhumane ways. The inhumane ways may be highly valued by the providers--- and they may actively encourage an escalation of the technology to fight crime.
