If all our technically competent people have specialized exclusively in technically oriented specialties---we may have a very poor match between the felt needs of non- technical people, and the abilities of the technically oriented people. Politics is the process of allocating scarce resources. In recent history the technically oriented people have tended to determine just how they would use the resources of the nation in technical ways. Very rarely have non-technical people played a determinative role in the allocation of scarce resources to various technical responses of the society to its problems and dilemmas. Technical responses are dominated by technical people. Our society is tending towards more and more technical responses to its problems and dilemmas. As a result, our society is becoming more and more dominated by technical people and their peculiar set of values. We cannot optimize technical services unless there is clarity as to what constitutes service. Technical responses are not always service. Those who are affected by technical responses may not want the "service" which is provided. If the "service" is not wanted/appreciated---it is not genuine service. Thus an essential part of optimizing technical services is the allocation of properly competent people to the task of interpreting to exclusively technically oriented people---what the non- technical people will with integrity accept as genuine service. Their task will not be to convince the non- technical people that what the exclusively technically oriented people gave them---was service.
