To maximize efficiency it is necessary to eliminate inefficient procedures and behavior. The most efficient ways must be determined and promoted if the institution is to maximize it's efficiency. The best way to do each job must be identified and the persons assigned to than job must be required to use the best way---else resources will be wasted in inefficient procedures. To achieve efficiency conformity must be promoted---everybody must use the best way. Some institutions are dedicated to purposes which include the promotion of expressions of individuality and the fulfillment of unique individual potentials. At heart they are non-conformist in purpose. Thoughtless efforts to achieve their purpose in the most efficient way possible may undermine the non-conformist purpose--- cutting out the heart of the motivation of the members of the institution and those that the institution intends to serve. There is thus a constant tension between institutional purposes and the means they use in their efforts to fulfill their purposes. It is futile to attempt to resolve that tension. It must be maintained if the institutions are to fulfill their purposes. To resolve the tension in favor of undisciplined individuality, or in favor of deadly efficiency, will not fulfill the purpose of any such institution. The tension can best be maintained by regular examination of the functioning of the institution by people with perspectives anchored outside the institutions. It is exceedingly difficult to achieve a holistic perspective of the necessary tension between efficiency and diversity from the inside of an institution. Thus institutional leaders should search outside their institution for perceptive people of diverse perspectives and ask them to give careful examination of the institutional procedures. Care should be taken not to seek the advice of just those within similar institutional settings. The biases and prejudices of the particular institutional setting must be transcended if the tension between efficiency and individuality is to be properly maintained. (c) 2005 by Paul A.
