Official acts of incompetence often occasion injustice when corrective measures are not promptly taken by those in positions of authority. Often officers confuse their official responsibilities and powers with their private responsibilities and powers. They may let their private values override their official responsibilities---as when administrators permit their private views to cause them to show disrespect for constitutional rights and formal legislation in official acts which fulfill their private sense of moral responsibility. This often happens with respect to private behavior, religious beliefs/practices, and political expressions. Officers may take advantage of the powers of office to empower purely private acts---for personal gain, moral/ethical posturing, social recognition, etc. Using the powers of office to empower private acts makes those private acts into official acts. Officers are responsible for how they use the powers of their office, whether those powers are used to fulfill the responsibilities of office or to empower private acts. Thus officers should take care not to confuse their purely private responsibilities with their official responsibilities. Acts of personal loyalty are most often private acts. In a democracy it is rarely the official responsibility of an officer to be personally loyal to either a superior or a subordinate.
