Often, however, the fundamental issues are lost in the computations. For example, to save money we often waste energy --- one of the most fundamental scarce resources. This is a clear indication that our economy is improperly designed, and as a result we behave irresponsibly. The costs of higher education have been growing steadily. To compute only dollars and cents is to lose track of the fundamental issue: What portion of our society's scarce resources should be devoted to higher education, and for whom? There is a severe danger signal given when well paid professors at quality institutions can not pay for a responsible portion of their own children's higher education at comparable institutions. The problem can not properly be solved merely by raising the salaries of the professors at those institutions --- for that would raise the cost of sending the professors' children to those institutions by a comparable amount, and so leave the professor still unable to pay a responsible portion of the cost of their children's higher education. The solution must lie in some other way. More tax support of higher education is but a cosmetic solution in that there will be a tendency to tax the many to serve the few. To what extent should those who can not and have not received higher education---be taxed to make it possible for a few to receive higher education? The question should be dealt with openly. At a more fundamental level we should ask if it might be that in its conception---the structure of higher education calls for more services to be performed for the students---than can be justified on the basis of a thorough analysis of effective educational activities--- and of the degree of justice and/or injustice in the traditional distribution of scarce resources to support higher education. Improperly conceived educational procedures are certain to be more costly than properly conceived procedures. The sky-rocketing costs of higher education may be a signal that there are some fundamental conceptual mistakes which can not be corrected by additional financial support. (c) 1999 by Paul A.
