In the absence of an ability to predict what the first person's likely response will be---it is exceedingly difficult for the second person to choose among alternatives as to how to seek to engender any healthy influence or change. The international dilemmas presented by a military dictatorship within a nation-state, greatly exceed those presented by a single addictive or codependent person for at least the following reasons: 1. The alienation/estrangement between the principle dictatorial leaders and the "outsiders" is usually greater. 2. Because of the greater alienation/estrangement there is a higher level of ignorance and misunderstanding. 3. Because of the number of persons who are formal and informal codependent supporters of the dictatorial principals AND principles---the resistance to change is bound to be far greater than when dealing with one person with relatively little official power. One is dealing with an "Addictive Organization" which has far greater inertia to change than does one "Addictive Person" alone. 4. The "Addictive Organization" usually has access to more weapons of violent coercion and more power to destroy/disintegrate than does the single, "Addictive Person". 5. By virtue of how many dictatorial leaders are involved, it is exceedingly difficult to engender any change in their collective pattern of beliefs, thoughts, attitudes, intentions, ideals, values and/or expectations. Each member of a dictatorial leadership is a participant in a complex but hidden web of collusive games of mutual self-deception, and each person is fearful of violating the tacit rules of the games---so fear dominates all considerations but the fear must not be dealt with openly and honestly; for that would be a "sign of weakness." 6. The bystander citizens and relatively powerless victims of the dictatorial leaders are more likely to be victimized by international efforts to pressure the dictatorial leaders to change---than the dictatorial leaders are likely to be victimized by international efforts. Dictatorial leaders always insulate themselves from the masses upon whom they depend for support. 7. The relatively successful self-help programs patterned after Alcoholics Anonymous, depend critically upon the willingness of the dysfunctional person to participate in open and honest dialogue. The more people who are involved in an "Addictive Organization" the more difficult it is to get the organization as an organization meaningfully involved in helpful dialogue; and coercion is rarely helpful. 8. Military responses to the power of a military dictatorship tend to entail surrender to the leadership of the military dictatorship in regards to methodology, style, and the collective pattern of beliefs, thoughts, attitudes, intentions, ideals, values and/or expectations. The dilemma is similar to the dilemma of the codependent spouse in a case of domestic addiction and abuse. 9. There are often significant cultural differences between the military leaders, and the "powerful" persons in other nations who have become interested in and concerned about the dysfunctional behaviors of the military dictators. Often, they have little in common and corresdpondingly, little grounds for trusting each other. 10. The risks which are present have much to do with misunderstandings and fear of violent manipulations, resulting behaviors are usually dominated by fear rather than enlightened and lightened by love.
