exercise  of limited political power on the part of honest
people working in ways which elicit trust and respect.

    Creative  political  power is destroyed by the  unjust
exercise    of  unlimited  political  power  by  dishonest
people working  in  ways  which  elicit  dis-trust,   dis-
respect,   defensiveness,      anger,     resentment,  and
