Such people fear that in the absence of rules and regulations their can be no basis for hoping for people to behave in humane and reasonable ways. To suggest that it might be possible for anybody to transcend the need for a well ordered set of rules, regulations, laws, moral codes, commandments, ethical injunctions, prohibitions and lists of permitted behaviors---and enforcers thereof---is to strike terror into the core of their being who they are. We may observe, however, that there is a general human tendency to rebel against external controls; especially when the external controls are imposed without sympathy, understanding, love, charity, and integrative perceptions. Human beings cannot be helpfully controlled. Much anger, resentment, rebellion, dishonesty, and violence is engendered by attempts to control human behaviors. It is possible for humans to fulfill the integrative intent of things such as rules, regulations and commandments---without being preoccupied with them. The key is found in working within the framework of an integrative set of assumptions, attitudes, beliefs, convictions and manners of approach to dilemmas and problems. The key is found in perceptions of the heart and spirit expressed through open and honest prayer; not in technology expressed through clever manipulative procedures by which control is sought.
