Legal propriety is not the purpose of good laws properly understood and used, even though legal propriety may be a proper means to promote both personal and communal integrity. Laws become evil when they are made and used in alienative ways. Laws are not by their essence promoters of both personal and communal integrity; they may miss the mark. Laws may be created and used for selfish purposes. They may be created and used legalistically with the best of intentions which are not selfish, yet not be integrative in their effects. Laws and legal procedures are not the essential means to: reconciliation, creativity, openness, honesty, integrity, meaningful communication, etc; even though they may on occasion be supportive of the realization of these. They are neither necessary nor sufficient to enjoy the above desiderata. The unity of a community is ultimately threatened when legalists threaten "law-breakers" with rejection by the community for non-conformity. Ex-communicating some members from a community undermines the potential unity of the comm-unity; and threatening such excommunication undermines the integrity of the disintegrating community. Disintegration can not be stopped by disintegrative actions; i.e., excommunications, nor by threats of disintegrative actions. The unity of a nation can not be advanced by threatening to disintegrate the planet of which the nation is a part. Such threats should not be respected, but be regarded themselves as am ultimate threat to the unity of the nation. Those people who promote such threats should be regarded as the enemies of national unity and integrity, and dealt with as threats to the integrity of the global community. Threats of rejection and excommunication will not be helpful in dealing with such threats to global integrity. The only way that they can be dealt with effectively will involve promoting their personal integrity in a balanced way with promoting communal integrity. (c) 2005 by Paul A.
