Legalism promotes expectations which are mutually exclusive with meaningful sexual relationships: Meaningful sexual relationships challenge and undermine legalism,, and vice versa. Legalists thus fear sexuality and seek to control it. They promote the fear of sexuality as a means of controlling sexuality. As technocrats, legalists have expectations of total- understanding and total-control. The power and mystery of humane sexuality stand in the way of fulfilling those technocratic expectations. Thus technocrats fear that power and mystery. They fear that power which can meaningfully challenge their own power. They fear any mystery which will not yield to their analysis. There is no clear unambiguous boundary between intimacy which is asexual and intimacy which is sexual. All human intimacy involves sexuality and the possibility of sexuality. The promotion of the fear of sexuality is at the same time the promotion of the fear of all human intimacy. Thus legalists and technocrats in general fear human intimacy because of the intimations of sexuality present in all human intimacy. Their fears are well grounded, for all human intimacy has a tendency to promote the transcendence of legalism and technocracy --- undermining arrogant presumptions of total understanding and control. Human intimacy involves openness, honesty, vulnerability, trust and the free flow of dialogue via many channels of communication. Love is the Power which promotes such intimacy with sacrificial concern for the welfare of others' rights within a just society. Legalists and technocrats in general fear the ambiguity and uncertainty which are essential aspects of humane intimacy --- just as they fear the revelations which may be occasioned by humane intimacy. They fear that lovers may come to recognize arrogance and presumptuousness, and thereby be set free to see, decide, and act---apart from authoritarian controls designed by special interest groups.
