Value judgments are not realized unless they are made within the context of some value structure which give the value judgments power to effect political action and/or authentic meeting. Value structures are of two types: (1) Those which facilitate authentic meeting, (2) Those which inhibit authentic meeting. (1) Value structures of the first type enable real persons to solve real problems through dialogue by creating a fail-safe context in which value judgments may be made regarding possibilities. Not all possibilities can be fulfilled. Because of human finitude there must be decisions and actions. It is not helpful to only affirm that a possibility is good. Decisions and actions can not possible be to the liking of all persons affected by them. If persons participate in a value structure of the first type it provides a fail-safe context in which value judgments regarding decisions and actions and consequences do not inhibit authentic meeting, and in reality facilitate authentic meeting in which participants may deal with the consequences of finitude. (2) Value structures of the second type encourage the participants to maintain standards for the classification and/or judgment of persons. Value judgments are then contributions to the maintenance of standards. The value judgments may be carefully based upon a consideration of the natural consequences and sociological consequences of decisions and actions. Such information is helpful in updating the system standards in terms of which human decisions and actions may be judged. Because of human finitude those who have a dominant focus upon maintaining standards do not have sufficient attention to give to authentic meeting, and in many cases there is a conflict of interest between maintaining standards and maintaining open channels of communication.
