Technocratic solutions involve objectivity, analysis, and manipulation; whether the dominant focus of attention be objects, information, ideas, literature, art, music, people, or spirits. The realities of which technocrats are aware may be fully understood in terms of the categories of cause and effect. Such under-standing flows from the objective approach to and analysis of reality. When achieved, such understanding is the means to the manipulation which characterizes technocratic solutions. Technocrats may be found within virtually all college and university departments. A society which is dominated by technocrats and their solutions to human problems is a technocratic society. Technocrats may attempt to solve international communication breakdown problems by communicating napalm, bullets, mines, and laser bombs to the geographic focus of attention. They may attempt to solve problems of political mistrust by technical means of improving communication - such as illegal entry, electronic surveillance, stealing ensymbolments of desired information, and other techniques of information management. They may attempt to solve human problems by uncritically accepting traditional value judgments and seeking cosmetic solutions which will continue to conceal the absence of integrity and mutual understanding. The pure technocrat continues playing his role so long as he is in full control of his narrow self-image. This static self-image will cause his behavior until through authentic meeting he accepts the freedom to see the possibility of emotional security in a dynamic self- image which involves mutual awareness through authentic meetings so opening up the possibility of mutual understanding.
