If there is not mutual understanding, the natural consequence is that there will be misunderstanding. The seriousness of the misunderstanding will depend upon the relative powers of participants to engage in constructive and/or destructive decisions and actions. If the primary word 'I-Thou' is not spoken, then the primary word 'I-It' is spoken to persons as a matter of habit, and destructive decisions and actions are part of a thoughtless pattern. In colleges and universities evaluations are most often of students by professors, and in accord to traditional grading practices. Dialogue is not considered as an essential part of the process, and reciprocity is rare. In some instances students copy some of the grading practices of their professors---but with greater flexibility and greater respect for individual differences than typifies professors' evaluations of students. Even so, professors are often distressed by the inadequacies of the procedures used by students to evaluate professors. There remain many blocks to academic honesty, and there is little dialogue; and so there is little mutual understanding, because there is little mutual awareness. The ultimate concern tends to be the faithful recording and play-back of information by students, and this concern often stands in the way of real meeting. So long as there is a thoughtless union of education and certification---the conflict of interest present therein will perpetuate the alienative feed-back loop which undermines effective education. This bureaucratic procedure will have the power to harm real students so long as society treats with respect the certifications which originate within the context of the conflict of interest. If the rights of citizenship are denied to those without such certifications, all citizens will suffer greatly. The way out includes the elimination of the conflict of interest which is inherent in the thoughtless union of education and certification, the elimination of thoughtless respect for certifications, and the development of regular patterns of mutual evaluation by participants in the educational experience.
