Different   people  have  different  conceptions  of   the
relationships between Individual-People and Communities:

 1.  Individuals-and-Their-Rights  are   Primary-Building-
Blocks out of which Communities-are-Built-Up as Voluntary-
Associations of Individuals.

 2.  Individuals-and-Communities  are   Essentially-Inter-
dependent ---  eing Neither-Primary nor Independent of the
other.

 3.  Communities-and-Their-Rights  are the Primary-Origins
of    Individuals  ---   granting particular   individuals
whatever  privileges are  seen  as needed to Preserve-the-
Communities and Their-Traditions.

     Be-Together in the Many-Gracious Ways of Shalom.
