Threats by technocrats to dominate the political system with technocratic "solutions" to subtle DILEMMAS which seem to be TECHNICAL-PROBLEMS when viewed through the perspectives of the technocrats who are "in charge" in highly domineering kinds of ways. 8. Means such as: confusion, ignorance, fear, anger, intimidation, ambiguity, doubt, paradoxes, codependence, addictions, etc. which have not been proscribed by the legal system; i.e., have not been made ILLEGAL as tools of intimidation & manipulation of others.
