Within the technological paradigm there are key military and diplomatic secrets which play an essential role in achieving and maintaining a secure state. It is dangerous to let the enemy know any of the key security secrets. It is dangerous to let any of your own natives whose reliability is in doubt---to know any of our key security secrets. When in doubt do not trust anybody! Security secrets may be matters of state; officially marked TOP SECRET within a bureaucracy. Security secrets may be private matters of secret personal activities and relationships. In either case security depends upon keeping certain pieces of information secret and letting others know about them only if they can prove that they are reliable and have legitimate and approved needs to know about the secrets. It is impossible to maintain all essential security secrets without the assistance of key deceptive maneuvers. One must keep secret just what kinds of information there are which are secret; e.g., that it is thought possible to build a totally new kind of bomb and that there is an ongoing project to build an atomic bomb. If you want to keep a key secret really secret---you do not say I have a secret. Instead you act as if you have no secret and engage in all kinds of deceptive behaviors to throw suspicious people off track. If you operate within the key secret security paradigm, the presence around you of people who do not actively show respect for the key secret security paradigm is a serious technical problem. Such people cannot be trusted. Steps must be taken to insure that they do not become the means for unreliable people gaining access to our key security secrets. Such people are a threat to our hard won security. They must be handled in such a way that they do not suspect that we have key security secrets and do not have access to our key security secrets; personal or state. State secrets are not secure if we let others in on our personal secrets! Personal relationships must be carefully managed and controlled. When there are enemy spies all around us, we must guard our key secrets with eternal vigilance.
