The technocrat is preoccupied with techniques for achieving goals which the technocrat can conceive ahead of time. This means that the technocrat's goal must be to return to recreate previous experiences, or to fulfill the possibilities of technologies at hand. It is possible to recreate technological achievements which have been fulfilled in the past. It is possible to do so with new technological sophistications. Technology breeds new technologies and the desire to fulfill the possibilities of the new technologies. Technocrats achieve their fulfillment in the creation of and fulfillment of the possibilities of new technologies. Thus technologies become tragic leaders of communities. It is not possible to re-achieve the human fulfillment of an intimate personal relationship. Real human fulfillment is not a technical achievement. Real human fulfillment is accepted as an unexpected free gift in unique moments of personal and communal integrity. Real human fulfillment is not achieved by techniques designed to reach known goals. The recreation of the circumstances of some real human fulfillment does not offer the same fulfillment as did the original gift. The techniques used in trying to recreate the circumstances of previous real human fulfillment do not recreate the original real human fulfillment. Human salvation is not a matter of techniques and technologies over which technocrats can have control. Human salvation is not for sale by people who have control over it.
